Parshas Nitzavim-Vayelech In this parsha it says first tapchem, your children, and then your wives. Previously, by the parsha of hakhel [gathering on Succos], it says women and then the children. Why is this? Chazal say, young children come to hakhel in order to give reward to the ones who bring them. Therefore, it says the women first because they come because of themselves. In this parsha, it discusses the mitzvah of being responsible for the actions of others. Children are liable to get punished because of their fathers misdeeds and therefore are written first.
